Strategic Planning Meetings

During its first year of existence, BAYWORK’s strategic direction was provided by an Executive Committee comprised of representatives of water and wastewater utilities in the San Francisco Bay region. In late 2010, BAYWORK’s Executive Committee began a strategic planning effort which included analyzing organizational strengths, weaknesses, and opportunities; this resulted in proposals for four initiatives to further BAYWORK goals:

  • A BAYWORK website
  • Using Technology to Support Collaborative and Effective Training
  • Utility Support for Candidate Development Processes
  • A Third West Coast Water Utilities Workshop that would focus on use of information technology to optimize staff utilization and support staff training

However, the Executive Committee considered it vital to meet with BAYWORK signatories to get input on the following:

  • Mission-critical job categories (areas where operational reliability could be threatened by having insufficient numbers of qualified staff, or employees who were insufficiently prepared to do their work)
  • Internal processes that threatened workforce reliability  (e.g., inadequate candidate development or technical training)
  • Opportunities for regional collaboration
  • The value of the proposed BAYWORK initiatives
  • Structured surveys were conducted with BAYWORK signatories, culminating in a strategic planning workshop in June of 2011.
