The Manager of Employee and Organizational Development (Manager) supports East Bay Municipal Utility District’s (EBMUD) goal of building a diverse, equitable and inclusive work culture that fosters a sense of belonging for all employees and demonstrates EBMUD’s organizational values of stewardship, integrity, respect, and teamwork. The role requires strong interpersonal and collaboration skills, and the ability to nurture long term relationships with an internal client base.

As a key leader in the Office of Diversity, Equity, and Culture (ODEC), the Manager of Employee and Organizational Development is responsible for the development, implementation, and evaluation of all aspects of employee development while ensuring alignment with overall organizational goals and values. The individual is responsible for the design and implementation of organizational development programs and the design and administration of training and leadership development initiatives.

Typical duties of this role include:
• Creates and implements an organizational learning & development plan in alignment with the organization’s overall goals and values and provides suggestions on improving existing development initiatives.
• Designs, procures, and coordinates appropriate learning & development initiatives based on identified needs, and manages relationships with internal trainers, subject-matter experts and external training consultants as needed.
• Facilitates change management initiatives for the organization.
• Uses an evidence-based approach to organizational development (OD) activities by performing needs assessments using a variety of sources to identify gaps in training, skills, and performance, and by evaluating and analyzing to ensure alignment with actual needs and organizational goals.

The annual salary is $132,648 up to $191,592. Initial placement within the range is based upon qualifications. Appointment is typically made at or below the control point ($172,440 per year).

Position Qualifications

1. A bachelor’s degree or it’s equivalent.

2. Four years of increasingly responsible experience in employee training and development.

Must possess a valid California driver’s license and have a satisfactory driving record. Must possess the physical characteristics to perform the critical and important duties of the classification. Must be willing to work outside/beyond regularly scheduled hours as needed.
